Freelance Shopify developers on Upwork are listed at $15 to $29 an hour, with expert profiles around $95, according to Upwork's cost page as of October 20, 2026 (Upwork). Agencies usually bill several times that per hour of labor. The useful question is not which rate is lower, but what each rate includes and who carries the risk when an estimate is wrong.

For full budgets by project and retainer, see how much a Shopify developer costs in 2026. This page focuses on the hourly comparison.

What a freelancer's hour buys

A freelancer's rate pays for one person's time and skill. That is a good deal when:

  • the task is small and self-contained, such as a section build, a bug or an app conflict;
  • you or someone on your team can review the code and verify the result;
  • a delay of a few days would not cost you revenue.

The rate does not usually include a second reviewer, a staging and release process, coverage when the person is unavailable, or responsibility for fixing what breaks after launch. None of that is a criticism of freelancers. It is simply outside what an hourly rate for one person can fund.

What an agency's hour buys

An agency rate spreads several costs across each billed hour:

  • Review and QA. Someone other than the author checks the work before it reaches production.
  • Continuity. If a developer is out, the work continues with people who already know the codebase.
  • Process. Staging, release notes and rollback plans for changes that affect checkout, data or search.
  • Accountability. On fixed scopes, the agency absorbs overruns instead of billing them.

That overhead is why agencies often prefer fixed scopes or retainers over pure hourly billing. Shugert, for example, publishes project and retainer pricing rather than an hourly rate (Shugert pricing).

Three scenarios

A broken collection filter. One developer, a few hours, easy to test. A competent freelancer is the efficient choice.

A new subscription feature on a mid-size store. The work touches theme, app configuration and analytics. A freelancer can do it if you can manage and test it; an agency makes sense if you cannot.

A platform migration. Redirects, data mapping, integrations and launch timing all carry revenue risk. The cheapest hourly rate is rarely the cheapest outcome here, because the expensive part is what goes wrong at cutover.

How to decide

Pick a freelancer when you can define the task tightly and verify it yourself. Pick an agency when the work is hard to verify, touches revenue-critical systems, or needs the same people available next quarter. Many stores use both: a freelancer for small fixes and an agency for releases that carry risk.

If you are weighing a team for that second category, see how Shugert approaches it on the hire a Shopify developer page.
